Enter from Route 44, collect HM07 Waterfall on 1F, push all four Strength boulders into holes on B1F, use those boulders as stops on B2F, then climb through the lower floors and exit into Blackthorn City.

Checklist from Route 44 to Blackthorn

1 Enter from Route 44. Cross the first simple ice and line up for the larger 1F patch. 2 Solve ice patch 2. Use: Up, Left, Up, Left, Down, Left, Up, Left, Down, Right, Down, Right. 3 Grab HM07 Waterfall. For the HM patch, use: Right, Up, Left, Down, Right. 4 Drop all four boulders. Use Strength on B1F; the boulders become the B2F stopping points. 5 Cross B2F. Slide between the fallen boulders to reach the central ladder, then continue through B3F. 6 Clear the final ice patch. Use: Down, Right, Down, Left, Up, Left, Up, Left. 7 Exit southeast to Blackthorn City. Pick up Protein and PP Up if wanted, then continue toward Clair.
