Get Celebi only if your Crystal version can trigger the GS Ball
The clean route is for the official Nintendo 3DS Virtual Console release: enter the Hall of Fame, leave Goldenrod Pokemon Center to receive the GS Ball, give it to Kurt, wait one day, then place it at the Ilex Forest shrine for a level 30 Celebi battle. Original Western Game Boy Color cartridges do not have that normal pickup.

If you already have the official 3DS Virtual Console version, the Celebi event is built into that release after Hall of Fame entry. If you are on an original Western cartridge or an ordinary unmodified Western Crystal ROM, Goldenrod Pokemon Center will not hand out the GS Ball through normal play.

Diagnose the blocked step

Confirm this is the official 3DS VC release and that the save has entered the Hall of Fame. Standard Western cartridges should not expect this pickup.
Kurt will not continue
Make sure the GS Ball is in your Key Items, that you gave it to Kurt, and that the day has changed before returning.
Shrine does nothing
Retrieve the GS Ball from Kurt first, enter Ilex Forest with Cut access, and interact with the shrine after saving in front of it.
Transfer plan is blocked
Open Poke Transporter and Pokemon Bank before committing to a long hunt. If the apps were never downloaded, the official transfer chain may not be available.

Short answers for Celebi and the GS Ball
Is Celebi shiny locked in Crystal VC?
No practical shiny-lock warning applies to the Crystal VC shrine encounter. Save before placing the GS Ball if you want to reset for a shiny.
Do I need to beat Red first?
No. The Virtual Console GS Ball route needs Hall of Fame entry, not Red, all Kanto badges, or a completed Pokedex.
Does adding a GS Ball item alone fix a cartridge save?
Not necessarily. The event has state around Goldenrod, Kurt, Azalea, and Ilex Forest, so a bag item by itself may not make the route behave cleanly.
