Why Surf and Ice Punch are still correct
Feraligatr has higher Attack than Special Attack, but Crystal does not use the modern move-by-move split. Surf is still the best Water button because STAB, power, accuracy, PP, and field utility matter more than forcing every slot to be physical.

Feraligatr moveset questions
Should I replace Surf with Hydro Pump?
No for most playthroughs. Hydro Pump is stronger, but Surf has perfect accuracy, more PP, arrives as required field utility, and is easier to trust across long routes.
Is Blizzard better than Ice Punch?
Blizzard is stronger but less reliable. Ice Punch is the smoother story choice; Ice Beam is the cleaner postgame upgrade.
Should Feraligatr get Earthquake or should I save it?
Give it to Feraligatr if your starter is the main late-game attacker. Save it if another physical teammate is the centerpiece and Feraligatr mainly handles Surf and Ice coverage.
