How to clear Team Rocket Radio Tower
The mid-Johto story gate: after clearing the Mahogany hideout, earning your seventh Johto badge activates the Rocket takeover of Goldenrod Radio Tower. You expose the fake Director for the Basement Key, beat Rival Silver, rescue the real Director for the Card Key, then finish the Executives for a Rainbow Wing (Gold) or Silver Wing (Silver).
Fast answer
Key loop in one sentence
Basement Key on 5F → underground Rival → Director’s Card Key → swipe on 3F → clear Executives → wing. Heal and shop in Goldenrod before each half of the arc. Recommended party band Lv.28–36. Bring answers for Poison (Selfdestruct spam), Dark/Fire Houndoom, and your Rival’s Sneasel + evolved starter. No Rocket disguise item exists in original GBC Gold/Silver.
Before you climb
Prerequisites
Story flags you need
- Catch or KO the Red Gyarados at Lake of Rage and meet Lance.
- Clear the Mahogany Rocket Hideout (passwords, Executives, three Electrode) for HM06 Whirlpool.
- After the hideout, earn your seventh Johto badge. Only then does the Radio Tower switch to Rocket control and remove the normal black-belt stairs block.
Prep checklist
- Stock Super Potions, Full Heals, and Revives from Goldenrod shops.
- Have a strong special attacker for Golbat / Haunter lines and a physical wall for Selfdestruct Koffing.
- Pryce is the usual seventh badge, but Chuck or Jasmine can fill that trigger if your badge order differs. If you still have only six, the takeover will not start.
- Open Team Planner to plug type holes before the Rival and Houndoom.
Do this in order
Full liberation path
- Radio Tower 1F–5F first climb. Defeat grunts floor by floor. On 5F, battle the panicking “Director”—he is a Rocket Executive. Win for the Basement Key.
- Goldenrod Underground. Enter from the Underground path under Goldenrod. Use the Basement Key on the locked door (map pin opens the lower path).
- Switch room Rival. Silver ambushes you in the switch room entrances. Beat his Lv.28–32 team, then use numbered switches to open the warehouse corridor.
- Warehouse Director. Defeat warehouse grunts, talk to the real Director, receive the Card Key.
- Radio Tower 3F Card Key slot. Insert the Card Key to open shutters toward the upper Executive offices.
- 4F–5F Executives. Clear the remaining bosses, including Houndour / Koffing / Houndoom on 5F. The real Director awards Rainbow Wing (Gold) or Silver Wing (Silver).
Floor map
Radio Tower floors & trainers
1F · Lobby grunts
Entry floor during takeover. Notable: Rocket Grunt with dual Raticate (Lv.24). Lottery desk and radio quiz woman are story civilians—return after liberation for normal services.
2F · Sales floor
Several Grunts (Zubat, Grimer/Muk, Rattata packs, Arbok). Before takeover a black belt blocked upper stairs; during the occupation you fight through freely.
3F · Card Key shutter
First visit: clear grunts and Scientist Marc (three Magnemite). The Card Key slot on this floor stays locked until after the underground rescue. Swipe later to open the path upstairs.
4F · Executive Golbat
Rocket Executive with a single high-level Golbat (Leech Life, Bite, Confuse Ray, Wing Attack) plus supporting grunts and Scientist Rich (Porygon). Electric and Ice answers clean this floor fast.

Key items & puzzle
Basement Key, switches, Card Key
1. Basement Key
Dropped by the fake Director on Radio Tower 5F after battle. Opens the locked basement door on Goldenrod Underground (use the key on the sealed door tile).
2. Switch room
After the Rival, press the numbered switches in the standard order 3 → 2 → 1. That reaches door state 6 and opens the warehouse route. The Emergency Switch applies a specific mixed open/closed pattern; it does not force every door open, so use it only as a reset before repeating 3 → 2 → 1.
3. Card Key
The real Director in the Underground Warehouse gives the Card Key. Return to Radio Tower 3F, use the Card Key slot to open shutters, then finish 4F–5F Executives.

Underground battle
Rival Silver · switch room (Battle 4)
Shared core: Golbat Lv.30, Magnemite Lv.28, Haunter Lv.30, Sneasel Lv.32, plus the starter that beats yours (still mid-stage if Fire). Fixed battle moves. Heal before the switch room—this fight hits harder than tower grunts.
If you started Cyndaquil
Rival has Feraligatr
Rival Totodile line · Feraligatr Lv.32 (type advantage over Fire)
Golbat · 30
Magnemite · 28
Haunter · 30
Sneasel · 32
Feraligatr · 32
If you started Totodile
Rival has Meganium
Rival Chikorita line · Meganium Lv.32 (type advantage over Water)
- Same Golbat / Magnemite / Haunter / Sneasel core.
- Meganium is fully evolved—Fire or Flying coverage from your mid-game Fire mon is the clean answer.
- Watch Razor Leaf after Sneasel pressures special attackers.
If you started Chikorita
Rival has Quilava
Rival Cyndaquil line · Quilava Lv.32 (type advantage over Grass)
- Quilava is still mid-stage but Fire STAB hurts Grass cores.
- Water and Rock answers (your own catches or Geodude/Onix stock) keep it in check.
- Sneasel still threatens special attackers; lead with something that can take Bite / Ice chip.
Sneasel
Dark/Ice at Lv.32. Fighting and Fire responses from Machop/Heracross or your Fire mon keep it from snowballing.
Haunter
Ghost/Poison. Dark Bite, Psychic, or your own Ghost—avoid Normal/Fighting dead turns.
Magnemite
Electric/Steel. Ground moves delete it; otherwise tank Thunder family damage with a Rock or Fire pivot.
Boss fights
Executives that matter

Fake Director · 5× Koffing + Weezing
Lv.30–32 · Selfdestruct / Explosion spam
- Five Koffing and one Weezing. Several carry Selfdestruct or Explosion.
- Lead with a high-HP physical tank or KO from range; do not mindlessly switch into a boom.
- Psychic and Ground crush the set if you can stay above explosion chip.
- Reward: Basement Key.
5F after Card Key
Executive F · Arbok / Vileplume / Murkrow
All Lv.32 · status + Dark chip
- Arbok: Wrap, Poison Sting, Bite, Glare—Full Heals for paralysis.
- Vileplume: Sleep Powder risk; Fire or Flying answers cleanly.
- Murkrow: Pursuit / Night Shade pressure on Psychic pivots.
5F finale · story clear
Boss Executive · Houndour / Koffing / Houndoom
Lv.33–35 · Dark + Fire STAB
Houndour · 33
- Ember, Roar, Bite, Faint Attack
Koffing · 33
- Poison control / chip
Houndoom · 35
- Ace · Dark/Fire special pressure
- Water, Fighting, Rock, and Ground are excellent. Avoid leading Psychic or Ghost into Dark STAB.
- Clear rewards: Rockets disband flags, real Director appears, Rainbow Wing (Gold) or Silver Wing (Silver).
4F after Card Key
Executive · Golbat Lv.36
Single mon · high level for the arc
- Moves: Leech Life, Bite, Confuse Ray, Wing Attack.
- Electric (Ampharos/Magneton) or Ice (Jynx later) ends it quickly; Confuse Ray is the only real annoyance.

FAQ
Why can’t I go upstairs in the Radio Tower?
Before the takeover, a black belt blocks the stairs. Finish Lake of Rage + Mahogany hideout, then earn the seventh Johto badge; only that badge trigger replaces the civilian state with Rockets.
I beat 5F but can’t open shutters.
You still need the Card Key from the real Director underground. Basement Key first, Rival, switches, warehouse Director, then return to 3F.
Do Gold and Silver differ here?
Trainers and keys are shared. Only the clear reward wing differs: Rainbow Wing in Gold, Silver Wing in Silver—steering you toward Ho-Oh or Lugia.
Is this the same as HeartGold/SoulSilver?
No. Remakes expand Team Rocket plot beats. This page is for original GBC Gold/Silver map IDs, levels, and item flags.
