Where every legendary is

Zapdos waits in the Power Plant once you can Surf. Articuno sits on Seafoam Islands B4F after the boulder-current puzzle. Moltres is on Victory Road 2F on the way to the Elite Four—not Mt. Ember from later remakes. Mewtwo opens only after you become Champion, deep in Cerulean Cave B1F. Save before every encounter; if you faint them, they are gone for that save.

After the Hall of Fame, Cerulean Cave opens northwest of Cerulean City. Navigate to B1F for the level 70 static Mewtwo. Bring Max Repels if you want fewer random battles on the way down.

Catch strategy

Best way to catch legendary Pokemon Yellow

All four static legendaries share Gen 1 catch rate 3. That is extremely low—expect many Ultra Balls unless you use the Master Ball.

1. Save first

Soft-reset if the encounter faints. There is no second copy of that legendary on the same save.

2. Status before Balls

Sleep or freeze gives the strongest catch bonus. Paralysis or poison still help, but sleep/freeze is better.

3. Chip HP carefully

Lower HP without finishing the KO. False Swipe is not in Yellow—use weak hits or status damage and watch residual turns.

4. Compare Great and Ultra Balls

Gen 1’s Great Ball and Ultra Ball formulas differ, so neither strictly wins at every HP and status value. Stock both and use the Catch Planner for the current target instead of assuming Ultra is always better.

5. Master Ball on Mewtwo

The Silph president gives one Master Ball after Giovanni on Silph Co. 11F. Many runs spend it on Lv. 70 Mewtwo.

Route order

Recommended catch sequence

  1. Zapdos — once Surf is legal, detour into the Power Plant while exploring Route 10.
  2. Articuno — on the Surf path to Cinnabar; solve Seafoam before or after the island story beats.
  3. Moltres — during the Victory Road push with all eight badges, before the Elite Four.
  4. Mewtwo — only after the Hall of Fame, when Cerulean Cave unlocks.

You can delay any optional bird, but none respawn. Mew is not part of this static set—use the separate Mew glitch guide if you want #151 without events.

Yellow-specific gotcha

Where is Moltres in Pokemon Yellow?

Players coming from FireRed, LeafGreen, or Let’s Go often search Mt. Ember or other postgame islands. In Pokemon Yellow, Moltres is the static Fire bird on Victory Road 2F at level 50. If you already passed it while rushing the League, load an earlier save or accept that this file no longer has Moltres.
