Pokemon Crystal has five core legendary Pokemon in normal play: Suicune at Tin Tower, Raikou and Entei roaming Johto, Lugia in Whirl Islands, and Ho-Oh on Tin Tower roof. Use the table, filters, and saved checklist to plan the route without mixing in Gold, Silver, or remake rules.

Suicune is a level 40 fixed Tin Tower fight after Clear Bell. Raikou and Entei are level 40 Johto roamers after Burned Tower. Lugia is level 60 in Whirl Islands after Silver Wing. Ho-Oh is level 60 on Tin Tower roof after Rainbow Wing and the three beasts are caught in the current save.

Ho-Oh is the reward for completing the beast route in Crystal. The upper stairs open after the Rainbow Wing event.

Use this order if you want all five
- Release the beasts in Burned Tower.This starts the Raikou and Entei roaming logic and moves Suicune's Crystal story forward.
- Finish the Clear Bell route and catch Suicune.Suicune is the cleanest fixed fight and is required before the full Ho-Oh route can resolve.
- Track Raikou and Entei before chasing Ho-Oh.Use the roamer tracker if they keep moving away from your route.
- Catch Lugia after Kanto opens.Pewter City's Silver Wing is enough for Lugia; it does not require the beast trio.
- Return to Tin Tower for Ho-Oh.With Hall of Fame progress and the three beasts caught in the current save, get Rainbow Wing and climb to the roof.

Suicune is not in grass
That is expected for the final Crystal encounter. Finish the Clear Bell route and go to Tin Tower instead.
Raikou or Entei never appears
Confirm Burned Tower B1F is complete, lead with level 39 or 40 while Repels are active, and change routes instead of staying in one patch.
Lugia chamber is empty
Make sure Silver Wing is in the Bag, not confused with Rainbow Wing, and that you are in the Lugia chamber inside Whirl Islands.
Tin Tower upper stairs are missing
Ho-Oh needs Hall of Fame progress plus Suicune, Raikou, and Entei caught in the current save before the Rainbow Wing opens the route.
Pewter City advice did not help Ho-Oh
In Crystal, Pewter City's old man gives Silver Wing for Lugia. Ho-Oh's Rainbow Wing comes from the Tin Tower event.
Where is Celebi?
Celebi is a separate mythical/event case. Use the Celebi guide instead of treating it like one of the five normal legendary locations.
Save Safety
Do this before every serious attempt
- Save before touching Suicune, Lugia, or Ho-Oh.
- For roamers, avoid saving after a defeat or unwanted first encounter state.
- Use sleep or paralysis when your team can apply it safely.
- Avoid poison, burn, confusion, and reckless critical-hit ranges on low HP targets.
- Keep Escape Rope and Repels for Whirl Islands and Tin Tower cleanup.
