Can you get Mew legitimately in Pokemon Yellow?
Short answer: not as a normal wild, gift, or story Pokémon. Without GameShark you can still force Level 7 Mew with the Trainer Fly glitch (Special 21). Codes, trades, and historical events are separate paths. Use the picker below to match your definition of “legitimate.”

Yellow’s map and gift data contain no Mew encounter. If legitimate means “intended single-cart story,” the answer is no. If it means “no cheat devices, in-engine only,” the answer is yes—via Trainer Fly. If codes or trading an already-obtained Mew count, those work too. MissingNo. will not save you in Yellow
The classic old-man coast method is patched. Do not chain MissingNo. myths into a Mew hunt—use Trainer Fly instead.
Skipping Mew is valid
