Step-by-step to the Silph gift
1. Reach Silph Co. in Saffron
Advance until Saffron’s Silph Co. building is in the Rocket takeover state. You do not need the Marsh Badge before the gift.
2. Take the Card Key on 5F
Stairs or elevator to Silph Co. 5F, then pick up the Card Key. It permanently opens shutter doors used on the Lapras route.
3. 3F teleporter → 7F
Return to 3F, unlock the western shutter, and step on the teleporter that lands in the 7F story room (Rival + Lapras worker).
4. Rival, then talk for Lapras
Defeat the Rival, free a party or PC slot, and talk to the Silph employee. You receive Lv.15 Lapras; the gift flag never resets on that save.

Yes. Teach HM03 Surf after reaching the Safari Zone Secret House. The Warden’s Gold Teeth reward is HM04 Strength. Lapras is a classic Water travel mon with real battle bulk.
Is the Fuchsia Lapras catchable?
No. The Fuchsia zoo Lapras is display-only. Yellow has no standard wild Lapras encounters—only this Silph gift.
